Helen Boyd, Head of Capital Markets at the Financial Conduct Authority (FCA)

Helen Boyd joined the FSA (as was) in July 2008 as part of the Capital Markets Sector Team and became a Technical Specialist in the OTC Derivatives and Post Trade Policy team leading on the regulation of OTC derivatives post-Global Financial Crisis.  Building on this experience, in 2014 she became Manager of the Trading Conduct and Settlement Policy team and was responsible for, among other things, policy related to market abuse, settlement, short selling issues, primary markets and FX.

In 2020, Helen became the Head of Department for Capital Markets at the FCA where she oversaw the teams working across the full array of wholesale policy issues relevant to capital markets including development of the UK regime for cryptoassets and the supervision of Benchmark Administrators and Credit Rating Agencies.   Alongside this she co-led the FCA’s two cross-institution strategic commitment to “strengthen the position of the UK in global wholesale markets” and “deliver assertive action on market abuse”.

More recently and following the successful delivery of the Listing Rules reform, Helen has moved to the role of Interim Co-Director of the Market Oversight Directorate which includes the listing functions and overseeing the functioning of wholesale markets in order to protect and enhance market integrity.  She is a Chartered Financial Analyst Charterholder.
